Congressional GOP Embrace Trump's Proposal to Overhaul Affordable Care Act

US senators are working through the weekend for the initial time since the federal closure began over a month ago, but expectations for a bipartisan agreement on how to resolve the standoff appeared to recede as GOP senators floated a proposal unacceptable to Democrats: eliminating the ACA, known as Obamacare.

Growing Impact of Federal Closure

The effect on US citizens from the longest shutdown of the federal government in history worsened on Saturday, as government employees went without pay, airlines were compelled to cancel flights and SNAP benefits have been postponed for 42 million Americans.

Trump's Proposal from Golf Course

As Saturday's meeting got under way, GOP senators embraced a suggestion made on social media early Saturday by Donald Trump from his golf course in West Palm Beach, for subsidies to be replaced by health savings accounts.

"My recommendation is to Senate Republicans that the Hundreds of Billions of Dollars currently being sent to profit-driven Insurance Companies in order to save the ineffective Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump posted.

Republican Support

Multiple Republican senators welcomed the plan, which is similar to a alternative for Obamacare proposed in 2017.

"We will replace this failing program with something that is actually better for the consumer," one senator stated.

Another senator praised Trump's proposal on social media, and stood next to a large print of Trump's post as he addressed on the Senate floor.

"I'm writing the bill right now," a third senator wrote in reply to Trump's proposal. "We need to stop public funds from going to carriers and instead give it straight to Americans in health savings accounts and let them buy the medical coverage they want."

Opposition Reaction

Opposition lawmakers expressed alarmed reactions to Trump's proposal.

"In other words, Donald Trump's 'proposal' for health care is yet another calculated attempt to eliminate Obamacare," one Democratic senator stated. "This is the same unsuccessful Republican plan that's been rejected by voters and Congress."

Another lawmaker responded to the criticism of carriers by writing: "Well, Trump and the Republicans can't stand how the large insurance companies are overcharging Americans. Really? In that case I welcome your support for Medicare for All."

Continuing Talks

The Senate went into recess without finding a resolution, but Senate Republican leaders have signaled an willingness to an emerging plan from a small group of centrist lawmakers to terminate the closure in exchange for a later vote on the ACA subsidies.

One Democratic senator, who is spearheading the negotiations among moderates, said that Democrats "need another path forward" after Republicans rejected an offer to reopen the government and continue the payments for a year.

Another leading Democratic senator persisted in maintaining that Republicans should accept a one-year extension of the subsidies before discussing the long-term of the tax credits.

"Doing nothing is irresponsible because citizens will go into debt, people will become uninsured, people will get sicker," the senator said in a Senate address. "That's what will happen if this Congress fails to act."

Partisan Situation

None of the Republican senators seemed to grapple with the fact that consumers would still need to buy plans from the same insurance companies, or that Republican lawmakers need the backing of eight Democrats to reopen the government, and the concept of eliminating and substituting Obamacare with HSAs is unlikely to earn a single Democratic vote.

Some analysts suggested that the essence of such a proposal would remove the ACA's mandate that insurance companies cover patients with pre-existing conditions.

After his golf outing, Trump went back to his residence and doubled down on his insistence that Republicans stop seeking compromise and try instead to repeal and overhaul Obamacare with a version of the plan that failed to garner enough support in 2017.
